Regular Public Meeting Minutes

Tuesday, June 24, 2024, 7:00 p.m.

1. Call to Order & Roll Call

The meeting was called to order at 7:05 p.m. by Commissioner Alison Brooks, Chair (4B08), presiding. The meeting was held virtually via Zoom. Due to technical difficulties, a meeting recording is not available. Commissioners present also included Commissioner Erin Palmer (4B02), Commissioner Zurick T. Smith (4B03), Commissioner Evan Yeats (4B04), Commissioner Kevin Gilligan (4B05), Commissioner Tiffani Nichole Johnson (4B06), and Commissioner Michael Cohen (4B07).

Commissioner Derrick Thompson (4B09) joined after the start of the meeting, and Commission Cohen left before the meeting concluded. Commissioner T. Michelle Colson (4B01) was not present.

2. Administrative Items:

A. Instructions for Participation in Virtual Meeting

Commissioner Brooks provided instructions for public participation in the meeting. Commissioner Brooks reminded residents they can sign up to receive monthly Advisory Neighborhood Commission 4B meeting notifications automatically via the Commission’s website.

B. Consideration and Approval of June 2024 Regular Public Meeting Agenda

Commissioner Brooks presented the June 2024 Regular Public Meeting Agenda and proposed to amend the agenda to add Resolution 4B-24-0605, Calling for Traffic Calming and Safety Infrastructure on the 800 Block of Underwood Street, NW, and at the Intersection of Underwood Street, NW, and Piney Branch Road, NW (Commissioner Palmer) as Agenda Item No. 10.

Commissioner Brooks moved to amend the agenda. The motion was adopted 8 yes, 0 no, 0 abstentions. Commissioner Brooks then moved to approve the agenda, as amended. The motion was adopted 8 yes, 0 no, 0 abstentions.

C. Approval of May 2024 Regular Public Meeting Minutes

Commissioner Brooks presented the May 2024 Regular Public Meeting Minutes. The Minutes were approved as presented.

D. Treasurer’s Report

Commissioner Yeats provided the Treasurer’s Report, noting the Commission has a balance of $53,164.70.

Commissioner Thompson joined the meeting at this time.

3. Commissioner Updates

Commissioners provided updates regarding their Single Member Districts, including neighborhood walk throughs with government agencies, community cleanups, office hours, Single Member District and community meetings and events, and neighborhood infrastructure and development updates.

4. Community Concerns

Members of the community were provided the opportunity to present questions or statements.

5. Reports:

A. Mayor’s Office on Community Relations and Services 

Yamileth Escobar, Ward 4 Manager, Mayor’s Office on Community Relations and Services, provided updates on modified trash pickup due to heat emergencies, the youth summer employment program, and free meals over the summer, among other issues. Commissioners and members of the community asked questions.

B. Office of Ward 4 Councilmember Janeese Lewis George 

Ward 4 Councilmember Janeese Lewis George provided updates on Fiscal Year 2025 budget wins, upcoming events related to proposed Metrobus service and route changes, an upcoming meeting on community safety, and the Councilmember’s newsletter, among other issues. Commissioners and members of the community asked questions.

C. Frazier O’Leary, Ward 4 State Board of Education

Frazier O’Leary was not present. Commissioner Brooks read a statement from Representative O’Leary, which noted upcoming State Board of Education meetings and a book drive, among other issues.

D. Housing Justice Committee  

Commissioner Palmer provided an update on Committee activities, including the Committee’s June 4th meeting. The next Committee meeting is scheduled for July 3rd at 7:30 p.m., and the Committee is hosting a Second Annual Tenant Resource Fair on July 14th.

E. Vision Zero Committee

Commissioner Yeats and Commissioner Brooks provided an update on Committee activities, including the Committee’s June 20th meeting. The Committee will recess in July and August.

F. Youth Advisory Committee

Commissioner Brooks and Commissioner Palmer provided an update on Committee activities, including the Committee’s June 22nd meeting. The next Committee meeting is not yet scheduled.

G. Community Safety & Support Committee

Commissioner Johnson provided an update on the Committee’s activities, including the Committee’s June 20th meeting. The next Committee meeting is scheduled for July 18th at 7:00 p.m.

6. Presentation: Japer Bowles, Director, Mayor’s Office of Lesbian, Gay, Bisexual, Transgender, and Questioning Affairs, Mission and Work of the Office

Japer Bowles, Director of the Mayor’s Office of Lesbian, Gay, Bisexual, Transgender, and Questioning Affairs, presented regarding the mission and work of the office. Commissioners and members of the community asked questions.

7. Presentation: Clover Barnes, Senior Deputy Director, HIV/AIDS, Hepatitis, STD and TB Administration (HAHSTA), District Department of Health, Mission of the Administration and Available Resources

Clover Barnes, Senior Deputy Director of the HIV/AIDS, Hepatitis, STD and TB Administration of the District Department of Health, presented regarding the mission of the Administration and available resources. Commissioners and members of the community asked questions.

Commissioner Cohen left the meeting at this time.

8. Presentation: Sayra Molina, Transportation Specialist, Corridor Safety Projects Team, Traffic Engineering & Safety Division, District Department of Transportation, South Dakota Avenue Corridor Safety Project from Riggs Road, NE, to Bladensburg Road, NE
Christopher Berg, Bicycle/Pedestrian Program Specialist, Active Transportation Branch, Planning and Sustainability Division, District Department of Transportation, Riggs Road, NE, Protected Bike Lanes (NOI 24-150 PSD) 

Sayra Molina, Transportation Specialist with the District Department of Transportation’s Corridor Safety Projects Team, presented regarding the South Dakota Avenue Corridor Safety Project from Riggs Road, NE, to Bladensburg Road, NE. In addition, Christopher Berg, Bicycle and Pedestrian Program Specialist with the District Department of Transportation’s Planning and Sustainability Division, presented on plans for Riggs Road, NE protected bike lanes. Commissioners and members of the community asked questions.

9. Consent Calendar:
  • Resolution 4B-24-0601: Authorizing Commission Community Support and Outreach Expenditures (Commissioner Brooks, Commissioner Smith, Commissioner Yeats, and Commissioner Palmer)
  • Resolution 4B-24-0602: Supporting Application for Special Exceptions at 6629 Piney Branch Road, NW, for Rear Addition (BZA 21176) (Commissioner Palmer, Commissioner Brooks, Commissioner Yeats, and Commissioner Smith)
  • Resolution 4B-24-0603: Noting History of Requests and Calling for Installation of Speed Humps for East-West Roads (Commissioner Brooks, Commissioner Yeats, Commissioner Palmer, and Commissioner Smith)
  • Resolution 4B-24-0604: Noting Lengthy History of Requests and Calling for Additional Traffic Calming and Safety Infrastructure at the Intersection of Piney Branch Road, NW, and Dahlia Street, NW, and Around Takoma Elementary School (Commissioner Brooks, Commissioner Yeats, Commissioner Palmer, and Commissioner Smith)

Commissioner Johnson moved to approve the Consent Calendar. The motion was adopted 8 yes, 0 no, 0 abstentions.

10. Resolution 4B-24-0605: Calling for Traffic Calming and Safety Infrastructure on the 800 Block of Underwood Street, NW, and at the Intersection of Underwood Street, NW, and Piney Branch Road, NW (Commissioner Palmer)

Commissioner Palmer presented a draft Resolution calling for traffic calming and safety infrastructure on the 800 block of Underwood Street, NW, and at the intersection of Underwood Street, NW, and Piney Branch Road, NW. Commissioners and members of the community were given the opportunity to ask questions.

Commissioner Johnson moved to approve the Resolution. The motion was adopted 8 yes, 0 no, 0 abstention.

11. Adjournment

The meeting was adjourned at 9:34 p.m
