Regular Public Meeting Minutes

Tuesday, May 28, 2024, 7:00 p.m.

1.   Call to Order & Roll Call

The meeting was called to order at 7:02 p.m. by Commissioner Alison Brooks, Chair (4B08), presiding. The meeting was held virtually via Zoom, and a recording of the meeting is available on YouTube and on the Commission’s website. Commissioners present also included Commissioner T. Michelle Colson (4B01), Commissioner Erin Palmer (4B02), Commissioner Zurick T. Smith (4B03), Commissioner Evan Yeats (4B04), Commissioner Kevin Gilligan (4B05), Commissioner Tiffani Nichole Johnson (4B06), Commissioner Michael Cohen (4B07), and Commissioner Derrick Thompson (4B09).

Commissioner Jinin Berry (4B10) joined after the start of the meeting. Commissioner Johnson was not present for a portion of the meeting.

2.   Administrative Items:

A. Instructions for Participation in Virtual Meeting

Commissioner Brooks provided instructions for public participation in the meeting. Commissioner Brooks reminded residents they can sign up to receive monthly Advisory Neighborhood Commission 4B meeting notifications automatically via the Commission’s website.

B. Consideration and Approval of May 2024 Regular Public Meeting Agenda

Commissioner Brooks presented the May 2024 Regular Public Meeting Agenda and proposed to amend the agenda to remove Resolution 4B-24-0501, Noting History of Requests and Calling for Installation of Meaningful Traffic Safety Infrastructure at the Intersection of South Dakota Avenue, NE, and Riggs Road, NE, and the Intersection of Missouri Avenue, NW, and New Hampshire Avenue, NW (Commissioner Brooks, Commissioner Yeats, Commissioner Palmer, and Commissioner Smith), from the Consent Calendar (Agenda Item No. 9) and place it on the regular calendar as agenda Item No. 10.

Commissioner Thompson moved to approve the agenda, as amended. The motion was adopted 9 yes, 0 no, 0 abstentions.

C. Approval of April 2024 Regular Public Meeting Minutes

Commissioner Brooks presented the April 2024 Regular Public Meeting Minutes. The Minutes were approved as presented.

D. Treasurer’s Report

Commissioner Yeats provided the Treasurer’s Report, noting the Commission has a balance of $53,735.64.

3.   Commissioner Updates

Commissioners provided updates regarding their Single Member Districts, including neighborhood walk throughs with government agencies, community cleanups, office hours, Single Member District and community meetings, and neighborhood infrastructure projects. Commissioner Palmer highlighted Commission-level activity, including the Commission’s Earth Day Fair, and Commissioner Johnson highlighted the Commission’s Defend Yourself Bystander Intervention Training.

Commissioner Berry joined the meeting at this time.

4.   Community Concerns

Members of the community were provided the opportunity to present questions or statements.

5.   Reports:

A. Representative, Metropolitan Police Department

Fourth District Commander Nikki Lavenhouse provided updates on property crimes and other community safety issues, the use of cameras, and communications with the community. Commissioners and members of the community asked questions.

B. Sophia Tekola, Mayor’s Office on Community Relations and Services 

Sophia Tekola, representing the Mayor’s Office on Community Relations and Services, provided updates on community events, public pool hours, cooling centers and other responses to heat emergencies, and air quality monitoring, among other issues. Commissioners and members of the community asked questions.

C. Barbara Rogers, Office of Ward 4 Councilmember Janeese Lewis George 

Barbara Rogers, representing the Office of Ward 4 Councilmember Janeese Lewis George, provided updates on the Fiscal Year 2025 budget, upcoming events related to proposed Metrobus service and route changes, and the Councilmember’s newsletter, among other issues. Commissioners and members of the community asked questions.

D. Frazier O’Leary, Ward 4 State Board of Education

Frazier O’Leary provided updates on school modernizations, social-emotional learning standards, the lack of a current teachers’ contract, and a book drive, among other issues. Commissioners and members of the community asked questions.

E. Housing Justice Committee  

Commissioner Palmer provided an update on Committee activities, including the Committee’s May 1st meeting. The next Committee meeting is scheduled for June 4th at 7:30 p.m.

F. Vision Zero Committee

Commissioner Yeats and Commissioner Brooks provided an update on Committee activities, including the Committee’s May 15th meeting. The next Committee meeting is scheduled for June 20th at 7:00 p.m.

G. Youth Advisory Committee

Commissioner Brooks and Commissioner Palmer provided an update on Committee activities, including the Committee’s May 5th meeting. The next Committee meeting is scheduled for June 22nd at 7:00 p.m.

H. Community Safety & Support Committee

Commissioner Johnson provided an update on efforts to recruit Committee members. The next Committee meeting is scheduled for June 20th at 7:00 p.m.

6.   Presentation: Delano Hunter, Director, District Department of General Services, Mayor Bowser’s Fiscal Year 2025 Budget Proposal

Delano Hunter, Director of the District Department of General Services, presented regarding Mayor Bowser’s Fiscal Year 2025 Budget Proposal, as well as the work of and impacts of the budget on the Department. Commissioners and members of the community asked questions.

7.   Presentation: Presentation: Samer Alhawamdeh, Project Manager, District Department of Transportation and Shaun Davis, PE, Construction Manager, Mid-Atlantic Construction Services, Metropolitan Branch Trail Fort Totten to Takoma Construction Project 

Mike Alvino and Samer Alhawamdeh, District Department of Transportation, and Shaun Davis, Mid-Atlantic Construction Services, presented regarding the status of the construction of the Metropolitan Branch Trail from Fort Totten to Takoma. Commissioners and members of the community asked questions.

8.   Presentation: Spiro Gianniotis, Lee Peterson, and Shiri Subbar, Project Consultants, Alphatec, Removal and Replacement of Communications Towers at Metropolitan Police Department 4th District Station (6001 Georgia Avenue, NW)

Spiro Gianniotis, Lee Peterson, and Shiri Subbar, Alphatec, presented regarding the removal and replacement of the communications towers at the Metropolitan Police Department’s 4th District Station at 6001 Georgia Avenue, NW. Commissioners and members of the community asked questions.

9. Consent Calendar:
  • Letter: Detailing Procedural History of Proposed Development at 6928 Maple Street, NW, and Highlighting Continued Concerns re Petra Development (Commissioner Palmer, Commissioner Brooks, Commissioner Yeats, and Commissioner Smith)

Commissioner Yeats moved to approve the Consent Calendar. The motion was adopted 9 yes, 0 no, 0 abstentions. Commissioner Johnson was not present at this time.

10. Resolution 4B-24-0501: Noting History of Requests and Calling for Installation of Meaningful Traffic Safety Infrastructure at the Intersection of South Dakota Avenue, NE, and Riggs Road, NE, and the Intersection of Missouri Avenue, NW, and New Hampshire Avenue, NW (Commissioner Brooks, Commissioner Yeats, Commissioner Palmer, and Commissioner Smith)

Commissioner Brooks presented a draft Resolution noting the history of requests and calling for installation of meaningful traffic safety infrastructure at the intersection of South Dakota Avenue, NE, and Riggs Road, NE, and the intersection of Missouri Avenue, NW, and New Hampshire Avenue, NW. Commissioners and members of the community were given the opportunity to ask questions.

Commissioner Yeats moved to approve the Resolution. The motion was adopted 9 yes, 1 no, 0 abstentions. Commissioner Thompson voted no. Commissioner Johnson returned at this time.

11. Adjournment

The meeting was adjourned at 10:04 p.m.
