1)        Call to Order & Roll Call

The meeting was called to order at 7:12 p.m. by Commissioner Alison Brooks, Chair (ANC 4B08 Commissioner), presiding. The meeting was held virtually via Zoom and broadcast on YouTube. Also present were Commissioners Evan Yeats (4B01), Erin Palmer (4B02), Brenda Parks (4B04), Tiffani Nichole Johnson (4B06), Geoff Bromaghim (4B07), and LaRoya Huff (4B09). Commissioner Jocelynn Johnson (4B03) joined the meeting after it started.

2)        Administrative Items

Instructions regarding Participation in Virtual Meeting

Commissioner Brooks provided instructions for public participation in the meeting.

Consideration and Approval of May Regular Public Meeting Agenda

Commissioner Brooks presented the May Regular Public Meeting agenda. Commissioner Brooks explained that the Director of the District Department of Public Transportation would not be in attendance and that the Office of Campaign Finance would be providing a presentation on DC’s Fair Elections program in their place, as well as the addition of Item Number 11, Resolution 4B-22-0504, Supporting Renewal of Alcoholic Beverage License for La Villa Restaurant, Inc., 6115 Georgia Avenue, NW (ABRA-094826) (Commissioner Parks).

Commissioner Brooks moved to approve the agenda, as amended. The motion was adopted, 7 yes, 0 no, 0 abstentions.

Approval of April Regular Public Meeting Minutes

Commissioner Brooks moved to approve the April Regular Public Meeting minutes. The motion was adopted, 7 yes, 0 no, 0 abstentions.

Treasurer’s Report

Commissioner Bromaghim presented the Treasurer’s Report. The Commission has a balance of $50,668.31.

3)        Commissioner Updates  

Commissioner Brooks noted that the Director of the District Department of Transportation would not be in attendance and that this was the third consecutive month that the Director committed to attend the Commission’s monthly meeting and did not attend. She highlighted the list of systemic issues the Commission would like to discuss.

4)        Community Concerns

Members of the community were allowed the opportunity to present questions or statements.

Commissioner Jocelynn Johnson joined the meeting at this time.

5)        Reports

Anthony Mitchell, Mayor’s Office of Community Relations and Services

Anthony Mitchell, representing the Mayor’s Office of Community Relations and Services, reported on Mayoral actions and events of interest to residents of Ward 4, including information regarding Bike to Work Day, Senior Fest, and the opening of Upshur Pool for swim season, as well as answered questions from Commissioners and community members.

James Lewis, Office of Ward 4 Councilmember Janeese Lewis George

James Lewis, representing the office of Councilmember Janeese Lewis George, reported on legislative updates, agency oversight, and the Office’s CARE days, as well as answered questions from Commissioners and community members.

Frazier O’Leary, Ward 4 State Board of Education Representative

Representative Frazier O’Leary reported on issues related to the State Board of Education of interest to residents of Ward 4, including information regarding recent hearings and testimony and a book drive, as well as answered questions from Commissioners and community members.

Metropolitan Police Department, 4th District

Not present.

Housing Justice Committee

Commissioner Palmer, Chair of the Commission’s Housing Justice Committee, reported on the Committee’s activities.

Vision Zero Committee

Commissioner Yeats and Commissioner Brooks, Co-Chairs of the Commission’s Vision Zero Committee, reported on the Committee’s activities.

Community Safety & Supports Committee

Commissioner Tiffani Nichole Johnson, Chair of the Commission’s Community Safety & Supports Committee, reported on the Committee’s activities.

6)        Presentation: Everett Lott, Director, District Department of Transportation, Discussion re Commission Issues and Community Concerns

Belinda Perry, Policy Analyst and Deloris Ramsey, Supervisory Training Coordinator, Office of Campaign Finance, presented information on DC’s Fair Elections program, as well as answered questions from Commissioners and community members.

7)        Consent Calendar:

  • Resolution 4B-22-0501: Noting Lengthy History of Requests & Calling for Four-Way Stop Signs at 6th and Butternut Streets (Commissioner Palmer)

Commissioner Tiffani Nichole Johnson moved to approve the consent calendar. The motion was adopted, 8 yes, 0 no, 0 abstentions.

8)        Letter: Supporting Affordable Housing in High-Needs Areas Tax Abatement for      Takoma Metro Station Development

Commissioner Yeats presented a draft Letter in support of the Affordable Housing in High-Needs Area Tax Abatement for the Takoma Metro Station development, as well as answered questions from Commissioners and community members.

Commissioner Yeats moved to approve the Letter. The motion was adopted, 8 yes, 0 no, 0 abstention.

9)        Resolution 4B-22-0502: Maintaining Access to Abortions in Washington, DC

Commissioner Tiffani Nichole Johnson presented a draft Resolution in support of maintaining access to abortions in Washington, DC, as well as answered questions from Commissioners and community members.

Commissioner Tiffani Nichole Johnson moved to approve the Resolution. The motion was adopted, 8 yes, 0 no, 0 abstention.

10)      Resolution 4B-22-0503: Renewal of Alcoholic Beverage License for Oohh’s &         Aahh’s Restaurant, LLC, 5933 Georgia Avenue, NW (ABRA-107879)

Commissioner Parks presented a draft Resolution supporting the renewal of the alcoholic beverage license for Oohh’s & Aahh’s Restaurant (ABRA-107879), as well as answered questions from Commissioners and community members.

Commissioner Parks moved to approve the Resolution. The motion was adopted, 7 yes, 0 no, 1 abstention. Commissioner Yeats abstained.

Commissioner Tiffani Nichole Johnson left the meeting at this time.

11)      Resolution 4B-22-0504: Supporting Renewal of Alcoholic Beverage License for La            Villa Restaurant, Inc., 6115 Georgia Avenue, NW (ABRA-094826)

Commissioner Parks presented a draft Resolution supporting the renewal of the alcoholic beverage license for La Villa Restaurant (ABRA-094826), as well as answered questions from Commissioners and community members.

Commissioner Parks moved to approve the Resolution. The motion was adopted, 6 yes, 0 no, 1 abstention. Commissioner Yeats abstained.

The meeting was adjourned at 8:24 p.m.
