1) Call to Order & Roll Call
The meeting was called to order at 7:02 p.m. by Commissioner Alison Brooks, Chair (ANC 4B08 Commissioner), presiding. The meeting was held virtually via Zoom and broadcast on YouTube. Also present were Commissioners Evan Yeats (4B01), Erin Palmer (4B02), Jocelynn Johnson (4B03), Graham Button (4B05), Tiffani Nichole Johnson (4B06), and Geoff Bromaghim (4B07). Commissioner LaRoya Huff (4B09) joined later in the meeting.
2) Administrative Items
Instructions regarding Participation in Virtual Meeting
Gordon Chaffin provided technical assistance for the virtual meeting. Commissioner Brooks provided instructions for public participation in the meeting.
Consideration and Approval of September Regular Public Meeting Agenda
Commissioner Brooks presented the October Regular Public Meeting agenda. Commissioner Brooks explained that Congresswoman Eleanor Holmes Norton had to reschedule her appearance before Advisory Neighborhood Commission 4B (Agenda Item Number 8) to the Commission’s February 2022 meeting and that the presentation regarding the AARP FitLot at Lamond Recreation Center (Agenda Item Number 9) would be rescheduled to the Commission’s November 2021 meeting. Commissioner Button moved to approve the agenda, as amended, to strike Agenda Item Number 8 and Agenda Item Number 9. The motion was adopted, 7 yes, 0 no, 0 abstentions.
Approval of September Regular Public Meeting Minutes
Commissioner Tiffani Johnson moved to approve the September Regular Public Meeting minutes. The motion was adopted, 7 yes, 0 no, 0 abstentions.
Treasurer’s Report and Quarterly Financial Report for Fourth Quarter 2021
Commissioner Bromaghim presented the Treasurer’s Report. The Commission has a balance of approximately $47.006.66. Commissioner Bromaghim presented and moved to approve the Quarterly Financial Report for the Fourth Quarter of FY2021. The motion was adopted, 7 yes, 0 no, 0 abstentions.
Vote on Expanding Maximum Grant Amount
Commissioner Brooks presented Resolution 4B-21-1006, Expanding Grant Award Limits, and moved to approve the Resolution. The motion was adopted, 7 yes, 0 no, 0 abstentions.
3) Commissioner Updates
Commissioner Huff joined the meeting at this time.
Commissioner Yeats shared the Office of the DC Auditor’s report highlighting shortfalls in the District’s coordinated 911 response system. Commissioner Tiffani Nichole Johnson announced that she would be scheduling a meeting of the Commission’s Community Safety and Support Committee for some time in November and shared information from the Ward 4 State Board of Education Representative. Commissioner Bromaghim announced that he was scheduling a Single Member District meeting in November regarding several developments in his Single Member District. Commissioner Brooks announced an upcoming Single Member District meeting, as did Commissioner Huff.

Tamira Benitez, Office of Ward 4 Councilmember Janeese Lewis George, provided information about upcoming DC Council hearings, including regarding education governance, abandoned vehicles, confirmation of the Director of the District Department of Transportation, and redistricting, and shared information on how to apply for emergency rental and utility assistance, as well as answered questions from Commissioners and community members.
Metropolitan Police Department, 4th District
Lieutenant Savyon Weinfeld, 4th District, reported on crime statistics and police action in Ward 4 and answered questions from Commissioners and community members.
Housing Justice Committee
Commissioner Palmer reported on the Committee’s October 11, 2021, meeting.
Vision Zero Committee
Commissioner Yeats reported on the Committee’s October, 2021, meeting.

At-Large Councilmember Elissa Silverman, Chair of the DC Council’s Subcommittee on Redistricting, presented information regarding redistricting in Washington, DC, as well as answered questions from Commissioners and community members.

The Friends of Emery Heights Community Center presented regarding their community-based recreation activities. Commissioner Brooks presented a draft Resolution regarding a grant award for the Friends of Emery Heights Community Center and moved to approve the Resolution. The motion was adopted, 8 yes, 0 no, 0 abstentions.
