Meeting called to order at 7:01 PM by ANC 4B Chair Shamina Christian The meeting was held virtually via Zoom Commissioners present included, Commissioner Shamina Christian (4B02), Commissioner Keenan Courtland (4B03), Commissioner Tiffani Nichole Johnson (4B06), Commissioner Garrett Moore, (4B08), Commissioner Danielle Geong (4B09) and Commissioner JininBerry (4B10). Commissioner Doug Payton (4B01) and Commissioner Michael Cohen (4B07), were not present.
- Administrative Items
- Instructions for participation in virtual and in-person meetings
Commissioner Christian provided the rules for virtual and in-person meetings.
- Consideration and approval of November 2025 Regular Public Meeting Agenda
Commissioner Johnson motioned to amend the November 2025 Regular Public Meeting Agenda to amend its name to read, Supporting a four-way stop sign along 5th Street NW.
The motioned carried unanimously.
Commissioner Christian motioned to amend the agenda to include a letter to DDOT, “Open TSIs in Advisory Neighborhood Commission 4B”
The motion carried unanimously.
The November Regular Public Meeting agenda was unanimously approved as amended.
- Approval of October 2025 Regular Public Meeting Minutes
The October Regular Public Meeting Minutes were unanimously approved as presented.
- Treasurer’s Report
Commissioner Christian provided the Treasurer’s Report for Q4 2025
The balance forwarding at the beginning of the quarter was $45,115.21.
Total receipts for the quarter were $5,142.59.
And those were receipts that were transferred, so we had a district allotment, our quarterly allotment from OANC of $3,027.85, interest gain $39.74, and then our reimbursement for our technical assistance fund for holding hybrid meetings was $2,075, which gets us to the $5,142.59, so total funds available during the quarter were $50,257.80.
Our disbursements were light in Q4 and totaled, $2,116.34. Most of that was in relation to the $2,000.75 that we dispersed for, hybrid meeting support, that we paid the vendor, that we were then refunded through the Technical Assistance Fund. The remaining $41.34 was spent on monthly recurring fees for ANC 4B’s MailChimp account.
Our ending balance for Q4, which was at the end of September 2025, was $48,141.46.
Commissioner Christian motioned to approve the Q4 Quarterly Report.
The report was unanimously approved as presented.
- Commissioner Updates
Commissioners provided updates regarding their Single Member Districts, including community resource availability, traffic safety improvements, community clean-ups, office hours, community safety concerns, community projects, and deadlines for city-wide services. In the final meeting of the year, Commissioners also remarked on the year in review, for more on ANC 4B’s 2025 and 2026 plans, please review our Annual Report found on our website.
