- Call to Order & Roll Call
- The meeting was called to order at 7:01 p.m. by Commissioner Christian (4B02) who conducted roll call.
- The meeting was held virtually via Zoom.
- Commissioners present also included Commissioner Courtland (4B03), Commissioner Mayer (4B04), Commissioner Benitez (4B05), Commissioner Johnson (4B06), Commissioner Cohen (4B07), Commissioner Moore, (4B08), Commissioner Geong (4B09) and Commissioner Berry (4B10). Commissioner Doug Payton (4B01) was not present.
- Administrative Items
- Instructions for participation in virtual and in-person meetings
- Commissioner Christian provided instructions for public participation in the meeting.
- Consideration and approval of January 2026 Regular Public Meeting Agenda
- Commissioner Cohen moved to amend the agenda to remove his Resolution Requesting DCHA Oversight & Safety Inspections. The motion was unanimously approved.
- Commissioner Courtland moved to remove Capitol Area Food Bank from the agenda and will reschedule for a later date. The motion was unanimously approved.
- Commissioner Christian moved to amend the agenda to remove DISB and reschedule for a later date. The motion was unanimously approved.
- Commissioner Christian moved for her Resolution In Support Of 6000 Chillum Place’s Mixed-Use Zoning Request shift off of the consent calendar. The motion was unanimously approved.
- Proposed 2026 meeting calendar
- Commissioner Christian moved to adopt the 2026 meeting calendar. ANC 4B will continue meeting the fourth Monday of the month at 7pm, except for Tuesday 26 May. The motion was unanimously approved.
- Approval of November 2025 Regular Public Meeting Minutes
- The minutes from November 2025 were unanimously passed by the commission.
- Treasurer’s Report (Commissioner Cohen)
- The 4B bank balance is $42,074.13. Most recent transactions were our recurring MailChimp software expense, and WordPress for $13.78, and a transaction for WordPress for $20. Currently have a $4,000 outstanding grant check, to the Takoma PTO Elementary.
- The Commission is currently locked out of bank access and will let next treasurer regain access.
- The Commission received confirmation today, January 26th, 2026, that our FY25Q4 report was received and approved, and therefore, the OANC recommended a full release of our allotment of $6,744.38 for fiscal year 2026 Q2.
- The Commissions FY25Q3 QFR need to be corrected as follows per OANC request: update ending balance from FY25Q3 to $51,311.12. Commissioner Shamina Christian (4B02) made a motion to make the update. Commissioner Michael Cohen (4B07) seconded. The motion was unanimously passed.
- Election of 4B officers (Kent Boese, OANC)
- Commissioner Cohen nominated Commissioner Christian for Chair. Commissioner Christian was elected Chair by unanimous vote.
- Commissioner Christian nominated Commissioner Johnson for Vice Chair. Commissioner Johnson was elected Vice Chair by unanimous vote.
- Commissioner Cohen nominated Commissioner Johnson as Acting Treasurer. Commissioner Johnson was elected Acting Treasurer by unanimous vote.
- The position of Secretary remains vacant so Commissioner Christian designated Commissioner Benitez as Acting Secretary. 4B commissioners will assist with delegable duties.

- Commissioners provided updates regarding their Single Member Districts, including community resource availability, traffic safety improvements, office hours, community safety concerns, community projects, and deadlines for city-wide services.

- Consent Calendar resolutions unanimously passed with nine ayes, 0 nay, 0 abstention:
- Letter of Support for Howard University’s Urgent Care Plus Build at Walter Reed
- Resolution in support of 6000 Chillum Place’s mixed-use zoning request was passed with eight ayes, 0 nay, 1 abstention from Commissioner Jinin Berry (4B10).
- Chairperson Shamina Christian held the vote to manage any possible conflict Commissioner Berry (4B10) may have. Chairperson Christian will also be the representative for this resolution on behave of the commission.
