  1. Call to Order & Roll Call

The meeting was called to order at 7:04pm by Commissioner Alison Brooks, Chair (ANC 4B08 Commissioner), presiding. The meeting was held virtually via Zoom. Also present were Commissioners T. Michelle Colson (4B01), Erin Palmer (4B02), Zurick T. Smith (4B03), Kevin Gilligan (4B05), Tiffani Johnson (4B06), Michael Cohen (4B07), Audrey Walker (4B09), and LaRoya Huff (4B10).

  1. Instructions for Participation in Virtual Meeting
  • Consideration and Approval February Agenda

Commissioner Johnson moved to approve the agenda. The motion was adopted, 9                 yes, 0 no, 0 abstentions.

  • Approval of January 2023 Regular Public Meeting Minutes

Commissioner Gilligan moved to approve the January 2023 regular public meeting                 minutes. The motion was adopted 9 yes, 0 no, 0 abstentions.

No report.

  • Commissioner Updates

Commissioners provided updates regarding their Single Member Districts.

  • Community Concerns

Members of the community were provided the opportunity to present questions or statements.

  • Reports
  1. Sophia Tekola, Mayor’s Office of Community Relations and Services

Sophia Tekola, representing the Mayor’s Office of Community Relations and Services, introduced herself and reported on Mayoral actions and events of interest to residents of Ward 4, including the 5th Annual Her-story 5K on March 4, the Dream Pitch program supporting DC Department of Small Business Development, and free safety locks and clubs for Kia and Hyundai owners.

  • Barbara Rogers, Office of Ward 4 Councilmember Janeese Lewis George

Barbara Rogers, representing the Office of Ward 4 Councilmember Lewis George, reported on the Jobs Not Guns event, the SNAP emergency allotment ending on May 1, encouraging testimony at the oversight hearing, plumbing replacement in the early childhood wing of Whittier Elementary School, and the Ward 4 budget letter.

  • Frazier O’Leary, Ward 4 State Board of Education Representative

Frazier O’Leary, representing the Ward 4 State Board of Education, commented on the Whittier Elementary School plumbing replacement, planned testimony regarding lack of response by the Department of General Services to school needs, and continued acceptance of books for delivery at 1318 Farragut St NW.

  • Housing Justice Committee

Commissioner Palmer provided an update on Housing Justice Committee activities. The next meeting is scheduled for March 1.

  • Vision Zero Committee

Commissioner Yeats provided an update on Vision Zero Committee activity. The next meeting is scheduled for March 15.

  • Community Safety & Support Committee

Commissioner Johnson provided an update on Community Safety and Support Committee activities. The next meeting date is not yet scheduled.

  • Presentation: Christopher Dyer, Community Engagement Manager, Department of Parks and Recreation, Discussion re: Programming and Roving Leaders Activities

Christopher Dyer, representing the Department of Parks and Recreation (DPR), provided an update on DPR locations in Advisory Neighborhood Commission 4B, available resources on events, programs, locations, and permits, and an overview of the Roving Leaders program.

  • Presentation: Linda K. Harllee Harper, Director of Gun Violence Prevention, Office of the City Administrator, Discussion re: Building Blocks DC and Gun Violence Prevention Efforts

Linda K. Harllee Harper, representing the Office of Neighborhood Safety and Engagement and the Office of Gun Violence Prevention, provided an overview and update of activities regarding each office.

  • Consent Calendar

Resolution 4B-23-0201: Calling for Traffic Control & Traffic Safety Plans in Establishing and Siting New DC Schools (Commissioner Palmer, Commissioner Yeats & Commissioner Brooks)

Commissioner Johnson moved to approve the consent calendar. The motion was adopted, 9 yes, 0 no, 0 abstentions.

Letter: Advisory Neighborhood Commission 4B Fiscal Year 2024 Housing Justice Budget Priorities (Commissioner Palmer, Commissioner Yeats, Commissioner Brooks, Commissioner Gilligan & Commissioner Smith, Commissioner Colson)

Commissioner Palmer introduced the letter and provided an overview of the Advisory Neighborhood Commission 4B Fiscal Year 2024 housing justice budget priorities. Commissioner Gilligan moved to approve the letter. The motion was adopted, 9 yes, 0 no, 0 abstentions.

  • Adjournment

The meeting was adjourned at 8:48pm. The next Regular Public Meeting is scheduled for Monday, March 27, 2023, 7:00pm.
