1) Call to Order & Roll Call
The meeting was called to order at 7:01 p.m. by Commissioner Brenda Parks, Chair (ANC 4B04 Commissioner), presiding. The meeting was held virtually via Zoom and broadcast on YouTube. Also present were Commissioners Evan Yeats (4B01), Erin Palmer (4B02), Scot Knickerbocker (4B03), Perry Redd (4B05), Tiffani Nichole Johnson (4B06), Geoff Bromaghim (4B07), Alison Brooks (4B08), and LaRoya Huff (4B09).
2) Administrative Items
Consideration and Approval of October Agenda
Commissioner Johnson moved to approve the agenda. The motion was adopted, 9 yes, 0 no, 0 abstentions.
Instructions regarding Participation in Virtual Meeting
Gordon Chaffin, Street Justice, provided technical assistance for the virtual meeting. Commissioner Parks provided instructions for public participation in the meeting.
Approval of September Regular Public Meeting Minutes
Commissioner Palmer moved to approve the September Regular Public Meeting minutes. The motion was adopted, 9 yes, 0 no, 0 abstentions.
Treasurer’s Report & Quarterly Financial Report for Q4 2020
Commissioner Bromaghim presented the Treasurer’s Report. The Commission has a balance of $23,966.88 and is owed disbursements from the Office of Advisory Neighborhood Commissions. Commissioner Bromaghim noted he would not be moving the Quarterly Financial Report for Q4 2020 because he is awaiting updated reporting spreadsheet from the Office of Advisory Neighborhood Commissions.
Commissioner Updates
Commissioner Palmer provided information regarding voting by mail-in ballot or in person in the November 3 General Election.
3) Presentation: District Department of Transportation, Rehabilitation of Eastern Avenue
Tesfalem Aim, Project Manager, Yvonne Thelwell, Supervisory Civil Engineer, and Sayra Molina, Program Analyst – Community Engagement, presented on the District Department of Transportation’s Rehabilitation of Eastern Avenue from New Hampshire Avenue, NE, to Whittier Street, NW, as well as answered questions from Commissioners and community members.
4) Presentation: District Department of Transportation, Proposed Capital Bikeshare Station at Kansas Avenue and Longfellow Streets, NW
Greg Matlesky, Bicycle Program Specialist, District Department of Transportation, presented on the proposed Capital Bikeshare Station at Kansas Avenue and Longfellow Streets, NW, as well as answered questions from Commissioners and community members.
5) Presentation: Mayor’s Office of the Clean City, Pilot Project re Residential Trash
Julie Patton Lawson, Director of the Mayor’s Office of the Clean City, presented on a pilot project to address residential trash, as well as answered questions from Commissioners and community members.
Commissioner Johnson left the meeting at this time.
6) Presentation: Petra Development, Proposed Development at 6928 Maple Street, NW
Eli Borek, Director of Development, Petra Development presented on a proposed development at 6928 Maple Street, NW, as well as answered questions from Commissioners and community members.
7) Reports
Metropolitan Police Department, 4th District
Captain Franklin Porter, 4th District, reported on crime statistics and police action in Ward Four and answered questions from Commissioners and community members.
Office of Ward 4 Councilmember Brandon T. Todd
Dolly Turner, representing the office of Councilmember Brandon T. Todd, reported on developments in the Ward and other items of interest to residents of Ward 4, including recent proposed legislation, government services, and information regarding community spaces like the Takoma dog park, as well as answered questions from Commissioners and community members.
Mayor’s Office of Community Relations and Services
KeShawn Harris, representing the Mayor’s Office of Community Relations and Services, reported on Mayoral actions and events of interest to residents of Ward 4, including information regarding the COVID-19 (coronavirus) pandemic, early voting in the November 3rd election, and government services, as well as answered questions from Commissioners and community members.
Ward 4 Representative to the State Board of Education
Representative Frazier O’Leary reported on issues related to the State Board of Education of interest to residents of Ward 4, including information regarding DC Public Schools reopening and technology needs, as well as answered questions from Commissioners and community members.

- Letter to District Department of Transportation Requesting Traffic Safety Improvements on Butternut Street, NW (Commissioner Palmer and Commissioner Yeats)
- Resolution 4B-20-1003: Requesting Installation of Speed Humps on 6th Street, NE, from Eastern Avenue, NE to Oneida Street, NE (Commissioner Brooks)
- Resolution 4B-20-1004: Requesting Traffic Calming for the 5700 – 5900 Blocks of Eastern Avenue, NE (Commissioner Huff)
- Resolution 4B-20-1005: Requesting Installation of Speed Humps on Dahlia Street, NW between Georgia Avenue, NW, and Piney Branch Road, NW (Commissioner Yeats)
Commissioner Palmer moved to approve the consent calendar. The motion was adopted, 8 yes, 0 no, 0 abstentions.
9) Resolution 4B-20-1006: Establishing a Vision Zero Committee
Commissioner Yeats and Commissioner Brooks presented a draft Resolution to establish a Vision Zero Committee.
Commissioner Brooks moved to approve the Resolution. The motion was adopted, 8 yes, 0 no, 0 abstentions.
10) Resolution 4B-20-1007: Supporting and Providing Recommendations on B23-149, Fair Tenant Screening Act of 2019; B23-498, Intersectional Discrimination Protection Amendment Act of 2019; B23-195, Michael A. Stoops Anti- Discrimination Amendment Act of 2019
Commissioner Palmer presented a draft Resolution supporting and providing recommendations on B23-149, the Fair Tenant Screening Act of 2019; B23-498, the Intersectional Discrimination Protection Amendment Act of 2019; and B23-195, the Michael A. Stoops Anti-Discrimination Amendment Act of 2019.
Commissioner Yeats moved to approve the Resolution. The motion was adopted, 8 yes, 0 no, 0 abstentions.

Members of the community were allowed the opportunity to present questions or statements.
